Their campaign, Broken: Foster Care in North Carolina, was an original WRAL investigative documentary and an extended series of investigative reports that exposed critical failures and a lack of oversight in North Carolina’s foster care and adoption system. Following the documentary and dozens of additional WRAL stories, North Carolina lawmakers passed House Bill 612, a sweeping foster care reform law that strengthened accountability in the system and expanded protections for children in state custody. It was the first major foster care overhaul to pass in more than a decade.
